I. Leadership & Supervision:
- Team Leadership & Mentorship: Lead, supervise, and mentor a team of junior site engineers, site supervisors, and foremen. Provide technical guidance, support, and training to develop their skills.
- Resource Allocation: Optimize the allocation of on-site resources, including manpower, plant, equipment, and materials, to ensure maximum efficiency and adherence to the project schedule.
- Workforce Management: Manage and coordinate site labor, ensuring productivity, discipline, and adherence to company policies and safety regulations.
- Subcontractor Management: Oversee and manage the performance of subcontractors on site, ensuring their work aligns with project specifications, quality standards, and contractual agreements.
II. Project Execution & Management:
- Overall Site Management: Take overall responsibility for the day-to-day operations and management of the construction site, ensuring all activities are executed smoothly and efficiently.
- Program & Schedule Adherence: Closely monitor the project construction program/schedule, identify potential delays, and implement proactive measures and recovery plans to keep the project on track.
- Technical Interpretation & Implementation: Interpret complex engineering drawings, specifications, and design documents. Ensure accurate and precise implementation of designs on site.
- Setting Out & Survey Control: Oversee and verify all setting-out activities, survey control, and levels for various construction elements, ensuring accuracy and compliance with design.
- Methodology & Procedures: Develop, review, and approve construction methodologies, method statements, and work procedures to optimize efficiency, quality, and safety.
- Problem Solving & Issue Resolution: Proactively identify, analyze, and resolve complex technical, logistical, or on-site operational issues and challenges, proposing effective and timely solutions.
- Temporary Works: Oversee and ensure the safe design, erection, and dismantling of temporary works (e.g., scaffolding, shoring, formwork) in accordance with engineering standards and regulations.
III. Quality Control & Assurance:
- Quality Management: Implement, manage, and enforce stringent quality control and assurance procedures. Conduct regular and thorough inspections of materials, workmanship, and completed works.
- Defect Identification & Rectification: Identify and document any non-conformances or defects, initiating and overseeing their timely rectification to meet project quality standards.
- Inspection & Test Plans (ITPs): Ensure compliance with approved Inspection and Test Plans (ITPs) and conduct/witness all required quality tests.
- Material Approval: Verify the quality and compliance of incoming materials with project specifications and obtain necessary approvals.
IV. Health, Safety & Environment (HSE):
- Safety Leadership: Champion a strong safety culture on site. Implement and enforce all health, safety, and environmental policies, regulations, and best practices (e.g., OSHA, local Bahraini regulations).
- Risk Assessment: Conduct regular site safety inspections and risk assessments, identifying hazards and implementing control measures.
- Toolbox Talks & Inductions: Organize and deliver toolbox talks, safety briefings, and site inductions for all site personnel.
- Incident Management: Investigate and report all site incidents, accidents, and near misses, proposing preventative actions.
V. Documentation & Reporting:
- Comprehensive Reporting: Prepare detailed daily, weekly, and monthly progress reports for the Project Manager, highlighting accomplishments, challenges, resource utilization, and forecasting.
- Record Keeping: Maintain meticulous site records, including daily diaries, progress logs, material receipts, inspection reports, test results, and as-built documentation.
- Drawing Management: Manage and control the latest revisions of all project drawings and documents on site.
VI. Coordination & Communication:
- Internal Coordination: Maintain seamless communication and coordination with the Project Manager, Planning Engineer, QA/QC Engineer, Surveyors, and other internal departments.
- Meeting Participation: Actively participate in and often lead site coordination meetings, progress meetings, and technical discussions.
VII. Commercial & Contractual Awareness (in collaboration with Project & Contracts teams):
- Variation Management: Assist the Project Manager and Post-Contracts Engineer in identifying, documenting, and validating potential variations or changes to the scope of work.
- Progress Claims Support: Provide accurate site data and verification for the preparation and submission of progress payment claims.
- Resource Forecasting: Forecast future resource (manpower, material, plant) requirements to support procurement and planning.
